The Supreme Court's 1997–98 Term: The Texas Interest on Lawyers' Trust Account Case and Others Affecting Access to Justice
The Supreme Court decision in Phillips v. Washington Legal Foundation has serious implications for legal services funding in that it affects Interest on Lawyers' Trust Account funds, which have been a vital funding source for legal services and other public interest law programs nationwide. Other 1997–98 Court decisions with consequences for legal services dealt with administrative law practice, federal court removal, immunity defenses, standing, and ripeness.

The Supreme Court's Recent Sexual Harassment Decisions: Holding Employers Liable for Sexual Harassment by Supervisors
During 1998 the Supreme Court clarified the law on sexual harassment. Its recent rulings setting forth a new employer liability standard for sexual harassment by supervisors may be applied to protect welfare recipients.

The Section 502 Single-Family Housing Program: Does It Still Meet the Needs of Rural Borrowers?
Since it was centralized in the wake of welfare reform, the Section 502 Single-Family Housing Program has not been fulfilling its intended purpose of providing financial assistance to farmers who cannot get credit elsewhere. While the program is still targeted at low-income rural borrowers, it is not specifically designed to meet their needs. Still, advocates can help Section 502 Program borrowers take advantage of the loan servicing to which they are entitled.
