This article describes the mandatory attorney fee provisions of a model retainer agreement suggested for legal services programs The authors concede that it is difficult to design a retainer agreement that both facilitates the collection of attorney fees and comports with the special legal constraints under which legal services programs operate. The principles discussed in the article will serve as a guide for attorneys when advising clients about fees and will ensure compliance with applicable federal laws and professional responsibility rules.
