State Options in Expanding Access to Education in TANF Programs

Education is the clearest path out of poverty. Yet the structure of the federal Temporary Assistance for Needy Families (TANF) program makes it difficult for TANF recipients to pursue education because of obstacles in counting education toward federally mandated work requirements. Some states, such as Nebraska, have found ways to work around these obstacles and allow greater access to foundational and postsecondary educational programming for TANF recipients.
