Unlocking the Affordable Care Act’s Potential for Justice-Involved Individuals

More than 6.7 million adults in the United States are either incarcerated or under the supervision of a justice system. Over half of these adults have mental and behavioral health disorders. Under the Affordable Care Act, all health insurance, including Medicaid, must cover treatment for medical and mental health issues equally. States that have expanded Medicaid coverage can learn from three Illinois initiatives that work to extend health care coverage to those in the criminal justice system.
