Low-Income Energy Assistance Plan Approved in Rhode Island
Abstract
After low-income consumers and the Providence Gas Company filed a
petition for approval of a low-income assistance program, the Rhode
Island Public Utilities Commission (PUC) approved a revised plan.
Petitioners had asserted that because of substantially reduced Low
Income Home Energy Assistance Funding, more and more Rhode Island
residents would find themselves in need of assistance for the
1995-96 heating season. Counsel notes that the petition was
withdrawn after the plan was made part of another docket with an
integrated resource plan. Adopted by PUC, the revised plan allowed
percentage-of-income plan (PIP) participants and nonparticipants
who elect budget billing to participate in the low-income
assistance plan during the 1995-96 heating season. PIP
nonparticipants on budget billing were granted a monthly $7.08
credit, supplementing the $100 grant to PIP nonparticipants by the
state energy office. In addition, the Providence Gas Company
contributed 25 percent of each PIP participant's monthly
copayment amount, credited to the customer's account monthly
over 12-months. The amount available to customers was not to exceed
$800,000.
