This article describes the various alternatives available for the distribution of Low Income Home Energy Assistance Program (LIHEAP) funds. These alternatives include the Percentage of Income Payment Plan (PIPP) and several actual-cost based models, such as the LIHEAP Lifeline Rate Plan, the Outlier Buy-Down Program, and the Actual Cost Crisis Program.
