"Do I Care?" Yes! How the U.S. Carbon Offset Market Can Save Rural Communities
Climate-change legislation can be a vehicle for rural job creation
and community building. In assessing this legislation many advocates
consider consumer protection. They should also consider that, if
designed properly, carbon offset programs that are a part of most
climate-change legislation can revitalize rural communities. Advocates
