This special issue of Clearinghouse Review focuses on the meaning of climate change and a green economy for low-income people and communities and the key actions legal advocates should take in response. Topics include mitigation strategies like cap-and-trade and carbon taxes and how they affect low-income communities. Also covered are the benefits that the poor may realize from climate change policies, including employment opportunities in "green jobs," energy-efficient low-income housing, and economic development in rural areas.
