Horner a Model for HOPE VI Projects Nationwide, Says GAO

The Henry Horner Homes was recently cited by the federal General Accounting Office, GAO, as a national model for other federal HOPE VI redevelopment projects.  Most significant is GAO’s recognition that the quality of the Horner development has resulted in a 215 percent increase in housing values in the neighborhood—nationwide a more dramatic increase than in any other community that includes public housing.

The Shriver Center representation of Horner residents resulted in a 1991 court-ordered consent decree that ensures resident involvment in every aspect of planning the redevelopment.  Residents, with the support of expert consultants, successfully advocated high-quality and enough construction to meet the need of all residents who choose to stay in the community.  The court order also gurantees that the residents will have access to social services needed to maintain their homes.

Shriver Center staff is also preparing and educating residents about their rights and responsibilities as they move into their new homes.
